According to the target plan, certain courses were to merge between 2020 and 2023, and that is in part what the students protested against.<\/p>\n<p>That particular term is nowhere in sight in the updated target plan for 2021-2024, which the dean and the students have finally agreed upon.<\/p>\n<h3>Students are satisfied<\/h3>\n<p>This is a positive development, according to the Humanities Student Council who organised the blockade last year. Chairman Kevin Olesen underlines the fact that students and administration representatives have worked on the plan together\u2014and future plans will also be negotiated in the same way.<\/p>\n<blockquote><p>The most important thing is that we have had a positive process.<\/p>\n<p class=\"quotee\">Kevin Olesen, chairman, Humanities Student Council<\/p>\n<\/blockquote>\n<p>\u00bbThe most important thing is that we have had a positive process, and that the target plan has been updated to ensure that future plans will also be subject to negotiations, so both students, educators, and administrators have a say in the matter. That way we are not just consulted at the very end of the process, when the document has basically already been signed,\u00ab says Kevin Olesen.<\/p>\n<p>The target plan states that it was devised by the Dean\u2019s office and a group consisting of researchers, administrative employees, and students. In has been subject to hearings twice among other places in the Academic Council.<\/p>\n<p>Associate Dean of the Faculty of Humanities, Jens Erik Mogensen, is happy with the new target plan. In his opinion it is \u00bbmore concise\u00ab compared to the target plan that sparked the protest last year, especially with regard to course merger.<\/p>\n<p>\u00bbWe mentioned the use of course merger in the previous target plan as a potential tool, not as a strategic aim in itself. This tool can be employed to secure and modernize the presence of academic fields and programmes that would otherwise have to close down. The new target plan is more focused on what we want to achieve and how we maintain the quality of the education offered,\u00ab he says.<\/p>\n<h3>Will not rule out course mergers in the future<\/h3>\n<p>Potential course mergers were a major point of contention that led to the blockade.<\/p>\n<p>While students patrolled the corridors at the faculty administration, Jens Erik Mogensen maintained that mergers may be a financial as well as academic necessity at the faculty. He pointed to the fact that the faculty has lost a lot of students and funding in recent years. This puts minor programmes at risk.<\/p>\n<blockquote><p>We cannot afford to run the tiny academic programmes with a very limited number of students enrolled.<\/p>\n<p class=\"quotee\">Associate Dean Jens Erik Mogensen<\/p>\n<\/blockquote>\n<p>\u00bbWe cannot afford to run the tiny academic programmes with a very limited number of students enrolled. It is difficult from a financial view point, but it is also very difficult to create a proper study environment for the students,\u00ab says John Erik Mogensen.<\/p>\n<p>In the new target plan course mergers are not mentioned explicitly. But are they still on the table?<\/p>\n<p>\u00bbI do not believe that we are treating anything as a taboo in the new target plan,\u00bb says Jens Erik Mogensen.<\/p>\n<p>\u00bbCourse mergers are still on the table for discussion. The target plan does not state explicitly that we cannot employ that tool, if that is what we agree to do. It is more a question of fostering a positive decision-making process in which we consult all parts of the faculty.\u00ab<\/p>\n<p>According to the new target plan, it is a priority to remove \u00bbbarriers that prohibit the offering of merged courses and educational integration between subjects and departments, in which cooperation arises naturally\u00ab.<\/p>\n<p>According to chairman of the Humanities Student Council, Kevin Olesen, the central point here is that a merger is only an option if it benefits the academic environment at the faculty.<\/p>\n<p>\u00bbIf course mergers are to happen, they will be instigated by the subject programmes themselves, and not the administration.\u00ab<\/p>\n<h3>\u00bbWe did not entirely disagree\u00ab<\/h3>\n<p>However, the negotiations did not end up in complete agreement. The Humanities Student Council criticize plans to implement short master\u2019s degree programmes targeted at students who will pay their own way through. The council fears that this will result in added competition over the faculty\u2019s resources and the jobs available post-graduation. However, according to Jens Erik Mogensen this will create added revenue for the faculty and make tailor-made programmes more valuable to society. He believes everyone will benefit from this.<\/p>\n<p>Considering that the parties have been able to accommodate each other in the negotiations, it begs the question why a blockade was necessary in the first place. Could the Dean\u2019s office have avoided the blockade by removing the contentious points from the plan on day one and brokered a deal with students and faculty before the first sleeping bags had been unfurled?<\/p>\n<p>\u00bbIt came down to a question of inclusion in the decision-making process, probably more so than it has been a question of the substance. We did not entirely disagree about the target plan,\u00ab says Jens Erik Mogensen.<\/p>\n<p>\u00bbThere is a lot to be said about the blockade. To me, it is important that we focus on the fact that we have had a positive process in which all parties have had their say, and we now agreed on the target plan. I do not want to scrutinize the past; I want to look to the future.\u00ab<\/p>\n<p>All there is left is for Rector Henrik C. of Humanities blocked the entrance to the management corridors of the faculty.<\/p>\n<p>Those who followed the dramatic events as they unfolded learned a new term in the process: target plan. According to the target plan, certain courses were to merge between 2020 and 2023, and that is in part what the students protested against.<\/p>\n<p>That particular term is nowhere in sight in the updated target plan for 2021-2024, which the dean and the students have finally agreed upon.<\/p>\n<h3>Students are satisfied<\/h3>\n<p>This is a positive development, according to the Humanities Student Council who organised the blockade last year. Chairman Kevin Olesen underlines the fact that students and administration representatives have worked on the plan together\u2014and future plans will also be negotiated in the same way.<\/p>\n<blockquote><p>The most important thing is that we have had a positive process.<\/p>\n<p class=\"quotee\">Kevin Olesen, chairman, Humanities Student Council<\/p>\n<\/blockquote>\n<p>\u00bbThe most important thing is that we have had a positive process, and that the target plan has been updated to ensure that future plans will also be subject to negotiations, so both students, educators, and administrators have a say in the matter. That way we are not just consulted at the very end of the process, when the document has basically already been signed,\u00ab says Kevin Olesen.<\/p>\n<p>The target plan states that it was devised by the Dean\u2019s office and a group consisting of researchers, administrative employees, and students. In has been subject to hearings twice among other places in the Academic Council.<\/p>\n<p>Associate Dean of the Faculty of Humanities, Jens Erik Mogensen, is happy with the new target plan. In his opinion it is \u00bbmore concise\u00ab compared to the target plan that sparked the protest last year, especially with regard to course merger.<\/p>\n<p>\u00bbWe mentioned the use of course merger in the previous target plan as a potential tool, not as a strategic aim in itself. This tool can be employed to secure and modernize the presence of academic fields and programmes that would otherwise have to close down. The new target plan is more focused on what we want to achieve and how we maintain the quality of the education offered,\u00ab he says.<\/p>\n<h3>Will not rule out course mergers in the future<\/h3>\n<p>Potential course mergers were a major point of contention that led to the blockade.<\/p>\n<p>While students patrolled the corridors at the faculty administration, Jens Erik Mogensen maintained that mergers may be a financial as well as academic necessity at the faculty. He pointed to the fact that the faculty has lost a lot of students and funding in recent years. This puts minor programmes at risk.<\/p>\n<blockquote><p>We cannot afford to run the tiny academic programmes with a very limited number of students enrolled.<\/p>\n<p class=\"quotee\">Associate Dean Jens Erik Mogensen<\/p>\n<\/blockquote>\n<p>\u00bbWe cannot afford to run the tiny academic programmes with a very limited number of students enrolled. It is difficult from a financial view point, but it is also very difficult to create a proper study environment for the students,\u00ab says John Erik Mogensen.<\/p>\n<p>In the new target plan course mergers are not mentioned explicitly. But are they still on the table?<\/p>\n<p>\u00bbI do not believe that we are treating anything as a taboo in the new target plan,\u00bb says Jens Erik Mogensen.<\/p>\n<p>\u00bbCourse mergers are still on the table for discussion. The target plan does not state explicitly that we cannot employ that tool, if that is what we agree to do. It is more a question of fostering a positive decision-making process in which we consult all parts of the faculty.\u00ab<\/p>\n<p>According to the new target plan, it is a priority to remove \u00bbbarriers that prohibit the offering of merged courses and educational integration between subjects and departments, in which cooperation arises naturally\u00ab.<\/p>\n<p>According to chairman of the Humanities Student Council, Kevin Olesen, the central point here is that a merger is only an option if it benefits the academic environment at the faculty.<\/p>\n<p>\u00bbIf course mergers are to happen, they will be instigated by the subject programmes themselves, and not the administration.\u00ab<\/p>\n<h3>\u00bbWe did not entirely disagree\u00ab<\/h3>\n<p>However, the negotiations did not end up in complete agreement. The Humanities Student Council criticize plans to implement short master\u2019s degree programmes targeted at students who will pay their own way through. The council fears that this will result in added competition over the faculty\u2019s resources and the jobs available post-graduation. However, according to Jens Erik Mogensen this will create added revenue for the faculty and make tailor-made programmes more valuable to society. He believes everyone will benefit from this.<\/p>\n<p>Considering that the parties have been able to accommodate each other in the negotiations, it begs the question why a blockade was necessary in the first place. Could the Dean\u2019s office have avoided the blockade by removing the contentious points from the plan on day one and brokered a deal with students and faculty before the first sleeping bags had been unfurled?<\/p>\n<p>\u00bbIt came down to a question of inclusion in the decision-making process, probably more so than it has been a question of the substance. We did not entirely disagree about the target plan,\u00ab says Jens Erik Mogensen.<\/p>\n<p>\u00bbThere is a lot to be said about the blockade. To me, it is important that we focus on the fact that we have had a positive process in which all parties have had their say, and we now agreed on the target plan. I do not want to scrutinize the past; I want to look to the future.\u00ab<\/p>\n<p>All there is left is for Rector Henrik C. This can be seen in a news item from management on the University of Copenhagen\u2019s intranet.\r\n\r\nThe new appointment is part of a fundamental reshuffle in the Faculty of Humanities\u2019 management. It will therefore be interesting to see who will lead the Faculty of Humanities at the University of Copenhagen in the future. With the surprise exit of Dean Jesper Kallestrup after two years on the job, the entire faculty management is up for replacement.\r\n\r\nIn addition to the dean, the Humanities faculty has to fill two associate dean positions. The job of faculty director, who is the daily head of administration, is to be advertised also. The rector\u2019s office of the University of Copenhagen states that the faculty is to have a dean before the other posts are refilled.\r\n\r\nAt the University of Copenhagen, it is not normal for a dean to leave a job after such a short period. In recent years, deans have had their fixed-term contracts extended and have kept their positions for quite some time.\r\n\r\nJesper Kallestrup writes in an email to the University Post that he has no comments on his departure. But a notice on the university\u2019s intranet indicates that he is leaving at the end of July and will be professor at the University of Aberdeen in Scotland.\r\n<h3>New perspective and layoffs<\/h3>\r\nWhen Kallestrup started on the job, he was the man coming in from the outside \u2013 from the University of Edinburgh in Scotland no less \u2013 who was to push the hard-pressed Faculty of Humanities back on to an even keel. He came, in his own words, with <a href=\"https:\/\/uniavisen.dk\/en\/the-deans-baptism-by-fire\/\">\u00bba new, outside perspective.\u00ab<\/a>\r\n\r\nOne of his first tasks as the dean was to handle a faculty budget deficit of DKK 37 million. 25 of these millions had to be taken from salaries, which set off a flurry of layoffs. It was the third round of layoffs in only a few years at the faculty, and employees' <a href=\"https:\/\/uniavisen.dk\/ansatte-paa-humaniora-er-skuffede-over-manglende-inddragelse\/\">representatives said that they did not feel<\/a> as if they had been sufficiently involved in the process.\r\n<blockquote>Humanities is in a state of chaos. Things won\u2019t get any easier with another replacement.\r\n<p class=\"quotee\">Kevin Olesen, Chairman of the Humanities Council<\/p>\r\n<\/blockquote>\r\nThere was pressure from the outside, too. After only a few months in his position, Kallestrup was able to report to the University Post that the top-down political management of Danish universities came as a huge surprise to him, who had worked abroad for many years:\r\n\r\n\u00bbIt really surprised me how much the ministry and the Danish government micro-manages us. They interfere with all kinds of small details. In the United Kingdom there is far more autonomy. You can quickly set up new degree programmes; determine how, and how many students you can admit; how to teach and hold examinations; and how to prioritise the finances,\u00ab he said at the end of 2018.\r\n<h3>Blockade and attack memes<\/h3>\r\nIn 2019, a conflict with humanities students more or less shut down the faculty\u2019s administration for an extended period of time. It was perhaps the most sustained and far-reaching student political action at the University of Copenhagen since the 1968 student rebellion.\r\n\r\nThe dispute centered around the dean\u2019s core task, to determine an appropriate course of action for the faculty. A target plan from management, which included a merger of study programmes and a plan for joint entry pathways to bachelor programmes, was behind so much dissatisfaction among students in the Humanities Council, that they blockaded the dean's office for 38 days. The dispute only ended when the dean <a href=\"https:\/\/uniavisen.dk\/blokaden-er-slut-ledelsen-og-humraadet-indgaar-aftale\/\">signed a peace agreement with students' representatives<\/a>.\r\n\r\n<a href=\"https:\/\/mailchi.mp\/adm\/universitypost\"><strong>SIGN UP FOR THE UNIVERSITY POST NEWSLETTER HERE<\/strong><\/a>\r\n\r\nTalks subsequently resumed between the two sides, initially marked by scepticism and mistrust.\r\n\r\nDuring the conflict, students from the blockade and their sympathizers had ganged up on the dean, who in the meme war over hearts and minds at the faculty was portrayed as the personification of evil, or simply ridiculed. Jesper Kallestrup himself did not wish to comment on the critical or taunting memes to the University Post.\r\n\r\nAt one point, things went off the edge, at least <a href=\"https:\/\/uniavisen.dk\/ledelse-retorik-fra-blokade-studerende-er-over-stregen\/\">according to the Rector\u2019s Office<\/a>. It protested against a meme where the cartoon character Homer Simpson wondered whether he dared to kill the dean and thereby \u00bblive out the blockade dream.\u00ab According to the university's Deputy Director for Communication, this demonized the dean and constituted a \u00bbdeath threat,\u00ab something that the people behind the meme page categorically rejected.\r\n<h3>Chaos at the faculty<\/h3>\r\nStudents now say that an agreement with the dean is imminent.\r\n\r\nThe Humanities Council has been working with Dean Jesper Kallestrup throughout 2020 on a new target plan, and this work is scheduled to be ready on 22 June, before Jesper Kallestrup leaves the University of Copenhagen. Chairman of the Humanities Council Kevin Olesen says that he is not concerned that Kallestrup's departure will affect the plans for the faculty's development.\r\n\r\nHe is concerned however, that the dean's farewell leaves the faculty without leadership. There is no need for more chaos at Humanities, he says.\r\n\r\n\u00bbIt's mostly worrying because we've had challenges with replacements in management, many rounds of layoffs, and the Humanities is in a state of chaos. Things won\u2019t get any easier with another replacement,\u00ab says Kevin Olesen.\r\n\r\n\u00bbThe corona doesn't make this any easier, so it's a pretty unfortunate time with all the other things going on.\u00ab\r\n<blockquote>Jesper has attempted to have some of the difficult decisions that the Faculty of Humanities faces, discussed.\r\n<p class=\"quotee\">Henrik C. Wegener, Rector at the University of Copenhagen<\/p>\r\n<\/blockquote>\r\nAs can be seen, the relationship between the Humanities Council and Jesper Kallestrup was tested last autumn during the blockade. Kevin Olesen says that it has never been personal, but has been about political disagreements. He says he wants a new dean that acts more inclusively.\r\n\r\n\u00bbOne of the things that I have found to be a problem is that they have not had respect for the culture of the humanities in terms of our democracy and involvement. So I hope that they find a candidate this time who has respect for the involvement of researchers, technical and administrative staff, and students. And someone who understands that the Humanities is a faculty under pressure with little funding. It seems like they had this expectation that it was not like this,\u00ab he says.\r\n\r\nIt is not one of the Humanities Council goals to be against the dean, according to Kevin Olesen. But it is also not inconceivable that we end up in the same situation as in the autumn with a new dean if the students are not kept involved.\r\n<h3>Tight-lipped rector<\/h3>\r\nRector of the University of Copenhagen Henrik C. Wegener is terse in his evaluation of Dean Jesper Kallestrup. On the university intranet, management writes that the external funding for research at the Humanities has been doubled during Kallestrup's term of office, and the rector commends the dean for their cooperation.\r\n\r\nBut Wegener's words also leave the impression that, according to the rector\u2019s office, the work on getting the faculty back on the right track was not completed. The dean tried to get things discussed:\r\n\r\n\u00bbJesper has attempted to have some of the difficult decisions that the Faculty of Humanities faces, discussed. The Faculty of Humanities\u2019 challenges can only be solved if both students and employees constructively participate in the development of the faculty and help substantiate the tough decisions together with management. Jesper has made excellent progress in these efforts, for example, by drafting the Faculty\u2019s next target plan,\u00ab Henrik C.
