And it is almost unheard of that the choice falls upon a person without subject-specific knowledge, and who, at the same time, has to handle another demanding full-time position as Dean.<\/p>\n<p>We students have not had the reasoning behind this drastic decision explained to us. We can only speculate on the basis of two opinion pieces by Dean Mikkel Vedby Rasmussen and Associate Professor Heiko Henkel that were published in the University Post last week. According to <a href=\"https:\/\/uniavisen.dk\/en\/associate-professor-the-dean-of-social-science-has-gone-completely-nuts\/\">the opinion piece from Heiko Henkel<\/a>, the decision is based on an assessment that the Department of Anthropology is so challenged, that none of the department&#8217;s three deputy heads of department or any other staff can handle the position. However, in his response, the Dean does not give a clear reason why, specifically, he should take on the position of head of department.<\/p>\n<p>Among us, the students, this lack of transparency and reasoning behind the change in management has set off concerns about our subject and our profession. We have chosen to write this open letter to make it clear to you, that we also have a voice. The future of the department is also our future. When decisions about top management are taken outside of the student councils and the rest of the administration, then we need to take a stand. We are entitled to know the reasons for, and the consequences of, this extraordinary management change.<\/p>\n<div class=\"factbox\">\n<p class=\"factbox-header feature-color\">OPINION ON THE UNIVERSITY POST<\/p>\n<p>This is a featured comment\/opinion piece. The latest round of cuts has already affected our study programme a lot. More specifically, it resulted in a round of layoffs, fewer elective courses, and that the admission of new anthropology students was cut back by one third. As we have already gone through a deterioration in the quality of our teaching and the study environment, the prospect of \u2018dramatic changes\u2019 leads to a good deal of uncertainty about our future.<\/p>\n<p>We would like to invite you \u2013 and anyone else interested \u2013 to an open debate with the students on 21 November at 5 pm in the Katten, building 16 at CSS. We hope that we can work together to discuss our questions and concerns. And it is almost unheard of that the choice falls upon a person without subject-specific knowledge, and who, at the same time, has to handle another demanding full-time position as Dean.<\/p>\n<p>We students have not had the reasoning behind this drastic decision explained to us. We can only speculate on the basis of two opinion pieces by Dean Mikkel Vedby Rasmussen and Associate Professor Heiko Henkel that were published in the University Post last week. According to <a href=\"https:\/\/uniavisen.dk\/en\/associate-professor-the-dean-of-social-science-has-gone-completely-nuts\/\">the opinion piece from Heiko Henkel<\/a>, the decision is based on an assessment that the Department of Anthropology is so challenged, that none of the department&#8217;s three deputy heads of department or any other staff can handle the position. However, in his response, the Dean does not give a clear reason why, specifically, he should take on the position of head of department.<\/p>\n<p>Among us, the students, this lack of transparency and reasoning behind the change in management has set off concerns about our subject and our profession. We have chosen to write this open letter to make it clear to you, that we also have a voice. The future of the department is also our future. When decisions about top management are taken outside of the student councils and the rest of the administration, then we need to take a stand. As we have already gone through a deterioration in the quality of our teaching and the study environment, the prospect of \u2018dramatic changes\u2019 leads to a good deal of uncertainty about our future.<\/p>\n<p>We would like to invite you \u2013 and anyone else interested \u2013 to an open debate with the students on 21 November at 5 pm in the Katten, building 16 at CSS. There is a lot to build on, even though government interventions and the department's poor finances have unfortunately affected the department in recent years. The students do however have a lower employment rate than in economics, political science and psychology.\r\n\r\nIn 2021, the Danish government's relocation reform package was announced and the University of Copenhagen (UCPH) was hit by cuts. The Dean of the Faculty of Social Sciences Mikkel Vedby Rasmussen decided to use the round of cuts to specifically target the Department of Anthropology. The intake of students was cut by one third and two academic staff members were fired. Behind closed doors, the Dean had previously stated that he did not think that there was a need for an independent Department of Anthropology because he considered anthropology to be a kind of sub-field of sociology. It suited him, in other words, to spare the other courses at the Faculty and to place the burden of the cuts on Anthropology. There were no protests from Anthropology. The head of department and his managing team supported the Dean and carried out the drastic cuts without batting an eyelid.\r\n\r\nThis complicity does not appear to have saved the management or the department. Department head Bjarke Oxlund recenly announced that he will resign after only three years on the job. He has received a new job in the faculty administration. At the same time, the Dean has placed the Department of Anthropology under administration and made himself head of department until a new head of department was appointed 'within a year'.\r\n<div class=\"factbox\">\r\n<p class=\"factbox-header feature-color\">OPINION ON THE UNIVERSITY POST<\/p>\r\nThis is a featured comment\/opinion piece. And the Dean's diagnosis of the state of the department was, according to the employees present, not less alarming than the intervention itself. The department's challenges were so serious that none other than the Dean himself could lead it in the coming period, he stated. For the same reason, he had no confidence that any of the department's professors or associate professors could temporarily hold the position until a new head of department was appointed. Not even any of the three functioning deputy heads of department.\r\n\r\nThe Dean said that there were to be quite dramatic changes to the Department of Anthropology. Only the Dean himself \u2013 in his dual role as head of department \u2013 can carry them out.\r\n<h3>Overt declaration of no-confidence<\/h3>\r\nThis is an overt declaration of no-confidence in the department management team and the entire department's group of academic staff. When the Dean does not think that the department has the skills to meet future challenges, then it is obvious that the actual existence of anthropology as an independent subject and programme at UCPH is now in actual danger.\r\n\r\nBut what are the problems at Anthropology that are so gigantic that only the Dean can solve them?\r\n\r\nThe military historian Mikkel Vedby Rasmussen is probably capable of many things \u2013 but can he be the department head at Anthropology next to being Dean of the Faculty of Social Sciences? When he himself considers it to be a time of dramatic crisis at the Department? What are the Dean's radical plans for research and teaching at the Department of Anthropology? And how does the Dean plan to rebuild the Department of Anthropology after he publicly humiliates even his own most loyal employees?\r\n<h3>Does the Dean have the support of the Rector\u2019s Office?<\/h3>\r\nIt raises serious questions about the academic integrity of UCPH as a whole when the Dean feels authorized to disregard the university's academic foundation. And this leads directly to the question of whether the Dean has the support of the Rector's office. Or has he gone rogue?\r\n\r\nThe questions do not stop there however. Since his appointment, the Dean has set up what a colleague who works closely with him calls 'a regime of terror'. With personal attacks, threats behind closed doors and public humiliations, the Dean has created an atmosphere of anxiety and silence at the faculty (it is not surprising that 41 per cent of the faculty\u2019s staff do not trust the Dean, as the University Post wrote recently). Rounds of cutbacks have given the Dean the cover to dismiss employees without justification. And the warnings of future rounds of cuts are formulated as a clear warning that all criticism will be seen as grounds for dismissal. This year, the department's researchers are 20 per cent below the faculty's average. With an expected DKK 3.6 million loss at the end of the year, the intake of funding needs therefore to be significantly increased in the coming years.\r\n\r\nWith the decision to implement the [Danish government, ed.] regionalisation requirements, the Faculty of Social Sciences has to reduce the annual admissions in Copenhagen by 180 student places. In the framework for regionalisation set by the Board of the University of Copenhagen, unemployment is a key element. The unemployment rate in Anthropology measured over 4-7 quarters after graduation was at 17.9 per cent in 2021, while the unemployment rate for Economics was 1.7 per cent. Closest to Anthropology, Sociology had an unemployment rate of 12.4 per cent.\r\n<h3>Reductions distributed evenly<\/h3>\r\nThe decision to implement the faculty's reduction entails that admission to anthropology is reduced by 25 places on the bachelor's degree and 12 places on the master's. In Sociology, admissions will be reduced by a total of 28 places. Admission to Economics will be reduced by 30 places, while admission to Political Science and Psychology will be reduced by 35 and 50 places, respectively. So the faculty's reduction of 180 student places has been distributed widely so that all degree programmes have a sufficiently critical mass of students, also in the future.\r\n\r\nTo balance the Faculty of Social Sciences' budgets, it has been necessary to find permanent savings of DKK 15 million a year. Of the DKK 15 million, DKK 5.2 million was distributed among the five departments. As part of this, the Department of Anthropology has to cut DKK 1.5 million, corresponding to 10 per cent of the total cuts at the faculty.\r\n<h3>Dismissals<\/h3>\r\nOne element in the faculty's cuts is the dismissal of ten employees, which includes both technical and administrative staff and academic staff. These dismissals are based on principles agreed in the faculty's collaboration committee and are in accordance with the UCPH rules for dismissal.\r\n\r\nAfter the department head at Anthropology resigned his position, a process has been initiated to find a new head. On 25 October, the outgoing department head and I, together the staff representatives at the department, agreed that at the meeting on 7 November we would discuss the appointment process, and the employees' expectations for the period until a new head of department is hired.\r\n\r\nThe goal is to appoint a new department head at Anthropology before the summer holidays to start in the course of 2023.\r\n\r\nOn the basis of Mikkel Vedby's response, Heiko Henkel has sent the following to the University Post:\r\n\r\n<em>\u00bbThe Dean's calculation is misleading. It conceals the fact that the Department of Anthropology is much smaller than the other departments. Also the cutbacks were organised in a way that only two academic staff were fired on the basis of the cost reductions (one at Sociology, but another academic was hired at the same time). The Dean's comments on research funding are misleading because he fails to mention that it is quite natural that the income from research funding fluctuates. Anthropology is also coming from a very high level, and that there are many new applications and projects in the pipeline. Regarding unemployment, it is important to emphasise that we are only talking about unemployment shortly after completion of the study programme.
