
{"id":191172,"date":"2026-06-03T13:55:58","date_gmt":"2026-06-03T11:55:58","guid":{"rendered":"https:\/\/uniavisen.dk\/ros-til-forskningsloeft-og-ris-til-detailstyring-her-er-reaktionerne-paa-den-nye-regering\/"},"modified":"2026-06-03T14:45:02","modified_gmt":"2026-06-03T12:45:02","slug":"some-positive-steps-in-the-right-direction-new-goverment-receives-mixed-reactions","status":"publish","type":"post","link":"https:\/\/uniavisen.dk\/en\/some-positive-steps-in-the-right-direction-new-goverment-receives-mixed-reactions\/","title":{"rendered":"\u00bbSome positive steps in the right direction\u00ab: New goverment receives mixed reactions"},"content":{"rendered":"<p>It took record-long negotiations before Denmark\u2019s new four-party coalition government, consisting of the Social Democrats, Green Left (SF), the Moderates and the Danish Social Liberal Party (Radikale Venstre), could finally step forward and present its government platform and full cabinet.<\/p>\n<div class=\"factbox\">\n<p class=\"factbox-header feature-color\">The new government platform<\/p>\n<p>The government will introduce a new national AI strategy for the entire education sector.<\/p>\n<p>The master\u2019s degree reform will be softened so that 90 per cent of students in 2028 can still enrol in a two-year, 120 ECTS master\u2019s programme. Under the original reform, 20 per cent of master\u2019s admissions in 2028 were to be allocated to professional master\u2019s programmes or shorter master\u2019s degrees.<\/p>\n<p>The government will create 2,000 new bachelor\u2019s places within STEM subjects.<br \/>\nAt least one per cent of GDP will be allocated to publicly funded research.<\/p>\n<p>DKK 1 billion will be allocated permanently to education and research.<\/p>\n<p>The government will present a national strategy for the quantum sector: <em>From Quantum Research to Quantum Industry<\/em>.<\/p>\n<p><em>Source: <a href=\"file:\/\/\/C:\/Users\/zsl604\/Downloads\/det-politiske-grundlag-for-firkloeverregeringen_web.pdf\">The Government Platform<\/a>.<\/em><\/p>\n<\/div>\n<p>Although the government platform covers much more than education and research, it nevertheless signals several changes in these areas. Among other things, the government plans to introduce a new national AI strategy for the education sector, soften the university reform and create 2,000 new bachelor\u2019s places within STEM subjects.<\/p>\n<p>Overall, Jesper Langergaard, Director of Universities Denmark, is pleased with what he sees when reading through the new government platform. In particular, he notes that the government maintains its commitment to allocating at least one per cent of gross domestic product (GDP) to publicly funded research.<\/p>\n<p>\u00bbIn the course of the election campaign, there was some speculation that these ambitions risked being weakened, so it is very positive that the government will continue to spend one per cent of GDP on research,\u00ab Jesper Langergaard tells Uniavisen.<\/p>\n<p>At the same time, the director welcomes the government\u2019s proposal to create 2,000 additional bachelor\u2019s places in the so-called STEM disciplines \u2013 science, technology, engineering and mathematics.<\/p>\n<p>\u00bbIt is really good that there will be room for more students,\u00ab says Jesper Langergaard.<\/p>\n<p><strong>READ ALSO:<\/strong><em><a href=\"https:\/\/uniavisen.dk\/en\/ucph-braces-for-masters-degree-reform-we-cant-afford-to-get-it-wrong\/\"> UCPH braces for master&#8217;s degree reform: \u00bbWe can\u2019t afford to get it wrong\u00ab<\/a><\/em><\/p>\n<h3>Changes to a controversial reform<\/h3>\n<p>The new government platform proposes slowing down the first phase of the much-debated master\u2019s degree reform.<\/p>\n<p>The previous plan was that 20 per cent of master\u2019s admissions in 2028 would be moved to new degree formats: 10 per cent to a shorter master\u2019s programme and 10 per cent to a professional master\u2019s programme. The government now intends to propose to the parties behind the reform agreement that 90 per cent of students in 2028 should still be able to choose a traditional two-year full-time master\u2019s degree.<\/p>\n<blockquote><p>I have never seen a government platform in which education plays a smaller role<\/p>\n<p class=\"quotee\">Anton Teglbj\u00e6rg, Chairperson, Danish National Union of Students<\/p>\n<\/blockquote>\n<p>Jesper Langergaard sees this as a slight softening of targets that have been heavily criticised across the university sector.<\/p>\n<p>\u00bbBut whether the government still intends to stick to the targets set for 2032, we simply do not know. So it is a little unclear what this actually entails. But all things considered, it certainly seems positive that they may be trying to turn this large experiment into a somewhat smaller experiment,\u00ab says Jesper Langergaard.<\/p>\n<p>The change has not yet been adopted and will require support from the parties behind the original reform agreement.<\/p>\n<h3>What about SU?<\/h3>\n<p>Anton Teglbj\u00e6rg, chairperson of Danish National Union of Students (DSF), is not quite as positive about the new government platform.<\/p>\n<p>In general, <secret text=\"Anton Teglbj\u00e6rg uses they\/them pronounces \">they<\/secret> believes that the platform contains very few concrete ambitions for higher education.<\/p>\n<p>\u00bbI have never seen a government platform in which education plays a smaller role,\u00ab Anton Teglbj\u00e6rg tells Uniavisen.<\/p>\n<blockquote><p>It is a clear advantage that the same minister will now complete the university reform<\/p>\n<p class=\"quotee\">Jesper Langergaard, Director of Universities Denmark<\/p>\n<\/blockquote>\n<p>DSF is particularly concerned that there is no focus on State Educational Supoort Grant (SU), despite the fact that both Green Left and the Danish Social Liberal Party, as well as the two supporting parties, the Red-Green Alliance and The Alternative, campaigned on reinstating the sixth year of SU support \u2013 something the government platform does not propose.<\/p>\n<p>\u00bbWe are highly critical of the absence of any mention whatsoever of the SU,\u00ab says Anton Teglbj\u00e6rg.<\/p>\n<p>At the same time, DSF is concerned that the government has singled out STEM subjects as a priority area in connection with the creation of the 2,000 additional bachelor\u2019s places. Instead, universities should have greater freedom to assess where new study places are needed, he argues.<\/p>\n<p>&#8220;We are quite critical of this kind of detailed political steering,&#8221; says Anton Teglbj\u00e6rg.<\/p>\n<h3>Danish Chamber of Commerce: Look beyond STEM<\/h3>\n<p>The same criticism comes from Mads Eriksen Storm, Head of Education and Research Policy at the Danish Chamber of Commerce. Although he believes the new government platform takes \u00bbsome positive steps in the right direction\u00ab and welcomes the creation of additional study places, he regrets the exclusive focus on STEM programmes.<\/p>\n<p>\u00bbWe would have liked to see a broader approach that looks at society\u2019s needs rather than pointing to specific areas in advance,\u00ab he says, continuing:<\/p>\n<p>\u00bbThere is no doubt that there is a shortage of STEM graduates, but if you look purely at employment outcomes, social science programmes actually have lower unemployment rates.\u00ab<\/p>\n<p>According to Mads Eriksen Storm, the expansion of STEM programmes is just another example in a long line of politically driven admission controls, and he would have preferred to see the establishment of a national skills council.<\/p>\n<p>\u00bbSo that we can actually have deeper discussions and conduct better analyses of what society needs. Instead of jumping from one issue to the next and creating new admission-control models every time a new problem arises,\u00ab he says, continuing:<\/p>\n<p>\u00bbFirst it was international students, then unemployment, then the urban-rural divide, then academics versus non-academics. By now it has become such a patchwork that even for someone who works with these issues every day, it is difficult to make sense of.\u00ab<\/p>\n<h3>Ministerial continuity<\/h3>\n<p>Christina Egelund of the Moderates will continue as Denmark\u2019s Minister for Higher Education and Science in the new government. Both Jesper Langergaard and Anton Teglbj\u00e6rg welcome the decision, arguing that it creates continuity.<\/p>\n<p>\u00bbChristina Egelund has been very engaged and willing to listen, and it is a clear advantage that the same minister will now complete the university reform,\u00ab says Jesper Langergaard.<\/p>\n<p>Anton Teglbj\u00e6rg agrees:<\/p>\n<p>\u00bbChristina has also been good at involving students.\u00ab<\/p>\n<p>Universities Denmark hopes the minister will work to attract more international research talent to Denmark.<\/p>\n<p>\u00bbWe would have liked that to be stated a knowledge reaches and benefits everyone \u2013 citizens and businesses, civil society and the public sector.\u00ab<\/p>\n<p>Uniavisen has attempted to arrange an interview with the Rector about his Under the original reform, 20 per cent of master\u2019s admissions in 2028 were to be allocated to professional master\u2019s programmes or shorter master\u2019s degrees.<\/p>\n<p>The government will create 2,000 new bachelor\u2019s places within STEM subjects.<br \/>\nAt least one per cent of GDP will be allocated to publicly funded research.<\/p>\n<p>DKK 1 billion will be allocated permanently to education and research.<\/p>\n<p>The government will present a national strategy for the quantum sector: <em>From Quantum Research to Quantum Industry<\/em>.<\/p>\n<p><em>Source: <a href=\"file:\/\/\/C:\/Users\/zsl604\/Downloads\/det-politiske-grundlag-for-firkloeverregeringen_web.pdf\">The Government Platform<\/a>.<\/em><\/p>\n<\/div>\n<p>Although the government platform covers much more than education and research, it nevertheless signals several changes in these areas. Among other things, the government plans to introduce a new national AI strategy for the education sector, soften the university reform and create 2,000 new bachelor\u2019s places within STEM subjects.<\/p>\n<p>Overall, Jesper Langergaard, Director of Universities Denmark, is pleased with what he sees when reading through the new government platform. In particular, he notes that the government maintains its commitment to allocating at least one per cent of gross domestic product (GDP) to publicly funded research.<\/p>\n<p>\u00bbIn the course of the election campaign, there was some speculation that these ambitions risked being weakened, so it is very positive that the government will continue to spend one per cent of GDP on research,\u00ab Jesper Langergaard tells Uniavisen.<\/p>\n<p>At the same time, the director welcomes the government\u2019s proposal to create 2,000 additional bachelor\u2019s places in the so-called STEM disciplines \u2013 science, technology, engineering and mathematics.<\/p>\n<p>\u00bbIt is really good that there will be room for more students,\u00ab says Jesper Langergaard.<\/p>\n<p><strong>READ ALSO:<\/strong><em><a href=\"https:\/\/uniavisen.dk\/en\/ucph-braces-for-masters-degree-reform-we-cant-afford-to-get-it-wrong\/\"> UCPH braces for master&#8217;s degree reform: \u00bbWe can\u2019t afford to get it wrong\u00ab<\/a><\/em><\/p>\n<h3>Changes to a controversial reform<\/h3>\n<p>The new government platform proposes slowing down the first phase of the much-debated master\u2019s degree reform.<\/p>\n<p>The previous plan was that 20 per cent of master\u2019s admissions in 2028 would be moved to new degree formats: 10 per cent to a shorter master\u2019s programme and 10 per cent to a professional master\u2019s programme. The government now intends to propose to the parties behind the reform agreement that 90 per cent of students in 2028 should still be able to choose a traditional two-year full-time master\u2019s degree.<\/p>\n<blockquote><p>I have never seen a government platform in which education plays a smaller role<\/p>\n<p class=\"quotee\">Anton Teglbj\u00e6rg, Chairperson, Danish National Union of Students<\/p>\n<\/blockquote>\n<p>Jesper Langergaard sees this as a slight softening of targets that have been heavily criticised across the university sector.<\/p>\n<p>\u00bbBut whether the government still intends to stick to the targets set for 2032, we simply do not know. So it is a little unclear what this actually entails. But all things considered, it certainly seems positive that they may be trying to turn this large experiment into a somewhat smaller experiment,\u00ab says Jesper Langergaard.<\/p>\n<p>The change has not yet been adopted and will require support from the parties behind the original reform agreement.<\/p>\n<h3>What about SU?<\/h3>\n<p>Anton Teglbj\u00e6rg, chairperson of Danish National Union of Students (DSF), is not quite as positive about the new government platform.<\/p>\n<p>In general, <secret text=\"Anton Teglbj\u00e6rg uses they\/them pronounces \">they<\/secret> believes that the platform contains very few concrete ambitions for higher education.<\/p>\n<p>\u00bbI have never seen a government platform in which education plays a smaller role,\u00ab Anton Teglbj\u00e6rg tells Uniavisen.<\/p>\n<blockquote><p>It is a clear advantage that the same minister will now complete the university reform<\/p>\n<p class=\"quotee\">Jesper Langergaard, Director of Universities Denmark<\/p>\n<\/blockquote>\n<p>DSF is particularly concerned that there is no focus on State Educational Supoort Grant (SU), despite the fact that both Green Left and the Danish Social Liberal Party, as well as the two supporting parties, the Red-Green Alliance and The Alternative, campaigned on reinstating the sixth year of SU support \u2013 something the government platform does not propose.<\/p>\n<p>\u00bbWe are highly critical of the absence of any mention whatsoever of the SU,\u00ab says Anton Teglbj\u00e6rg.<\/p>\n<p>At the same time, DSF is concerned that the government has singled out STEM subjects as a priority area in connection with the creation of the 2,000 additional bachelor\u2019s places. Instead, universities should have greater freedom to assess where new study places are needed, he argues.<\/p>\n<p>&#8220;We are quite critical of this kind of detailed political steering,&#8221; says Anton Teglbj\u00e6rg.<\/p>\n<h3>Danish Chamber of Commerce: Look beyond STEM<\/h3>\n<p>The same criticism comes from Mads Eriksen Storm, Head of Education and Research Policy at the Danish Chamber of Commerce. Although he believes the new government platform takes \u00bbsome positive steps in the right direction\u00ab and welcomes the creation of additional study places, he regrets the exclusive focus on STEM programmes.<\/p>\n<p>\u00bbWe would have liked to see a broader approach that looks at society\u2019s needs rather than pointing to specific areas in advance,\u00ab he says, continuing:<\/p>\n<p>\u00bbThere is no doubt that there is a shortage of STEM graduates, but if you look purely at employment outcomes, social science programmes actually have lower unemployment rates.\u00ab<\/p>\n<p>According to Mads Eriksen Storm, the expansion of STEM programmes is just another example in a long line of politically driven admission controls, and he would have preferred to see the establishment of a national skills council.<\/p>\n<p>\u00bbSo that we can actually have deeper discussions and conduct better analyses of what society needs. Instead of jumping from one issue to the next and creating new admission-control models every time a new problem arises,\u00ab he says, continuing:<\/p>\n<p>\u00bbFirst it was international students, then unemployment, then the urban-rural divide, then academics versus non-academics. By now it has become such a patchwork that even for someone who works with these issues every day, it is difficult to make sense of.\u00ab<\/p>\n<h3>Ministerial continuity<\/h3>\n<p>Christina Egelund of the Moderates will continue as Denmark\u2019s Minister for Higher Education and Science in the new government.
