I do not question your great efforts and I have not turned the halt to admissions into an argument for closure.<\/p>\n<p>Let me start by correcting your starting point. In the notice given to Rector and the Board last spring it was made clear that admissions and dropout numbers on the two study programmes (Polish and Balkan Studies) were such that they had to be closed down as independent programmes. The situation only gets worse when UCPH in 2018 introduces a 6-grade as entry requirement \u2013 then Polish will, with a high probability, not be able to admit any students at all.<\/p>\n<p>This decision cannot be touched.<\/p>\n<p>Then we should subsequently examine whether we could remedy the situation by merging the programmes. We asked the department to make a proposal, and this we have recently taken under consideration.<\/p>\n<blockquote><p>You would think that a large and important country like Poland would be able to attract more students than the programme does, but we must take stock of the situation as it actually exists now.<\/p>\n<p class=\"quotee\">Ulf Hedetoft, Dean of the Faculty of Humanities<\/p>\n<\/blockquote>\n<h3>LACK OF ADMISSIONS AND HIGH DROP-OUT RATE<\/h3>\n<p>The result is that we can see a point in a merger at the MA level (where we preferably should be able to negotiate for more study places), while the Department\u2019s proposal of a BA level merger is maintaining the status quo, with three separate courses, but with more joint classes. We do not believe this is a sustainable model, either formally (because if this happens it is not a closure, which was what we presupposed last year) or real (as there will be a huge imbalance in the composition of the interdisciplinary classes and the two separate language dimensions will suffer for the two smaller languages &#8211; if we are able to call &#8216;Balkan&#8217; a language).<\/p>\n<p>We therefore choose to opt for the optional course with a reduced language dimension \u2013 but other suggestions are very welcome. I regret this development and the decisions we have had to make. But they are primarily due to the lack of admissions and the large, high drop-out rate in the BA. You would think that a large and important country like Poland would be able to attract more students than the programme does, but we must take stock of the situation as it actually exists Foreningens erkl\u00e6rede form\u00e5l er igennem sociale og faglige arrangementer at styrke det <em>f\u00e6lles<\/em> studiemilj\u00f8 p\u00e5 tv\u00e6rs af de tre fag.\r\n<h3>Vi skabte et godt, f\u00e6lles studiemilj\u00f8<\/h3>\r\nDet har v\u00e6ret en stor succes: fagligt relevante opl\u00e6g fra undervisere og g\u00e6steforel\u00e6sere, l\u00f8bende sammenkomster, hvor s\u00e5vel undervisere som studerende deltager, teaterekskursioner og museumsbes\u00f8g, studenterworkshop med medstuderende og undervisere fra Aarhus Universitet, og ikke mindst har vi opretholdt en ugentlig Fagcaf\u00e9, hvor overbygningsstuderende hj\u00e6lper nyere studerende med l\u00e6sningen. Dette har v\u00e6ret muligt, fordi vi som fagmilj\u00f8 har s\u00f8gt en masse fonde, heriblandt HUMr\u00e5dspuljen.\r\n<blockquote>Vi t\u00e6nker, at du i l\u00f8bet af et par \u00e5r ogs\u00e5 beslutter dig for at lukke Russisk med henvisning til det \u2018d\u00e5rlige\u2019 studiemilj\u00f8<\/blockquote>\r\nInternt p\u00e5 ToRS har man l\u00e6nge st\u00f8ttet op om og gl\u00e6det sig over vores indsats, og n\u00e5r Studenterr\u00e5det afholder workshops for, hvordan man opbygger et godt studiemilj\u00f8, er vi igennem l\u00e6ngere tid blevet fremh\u00e6vet som et skoleeksempel. Alt dette er sket p\u00e5 trods af de urimelige foruds\u00e6tninger:\r\n\r\nFlytningen til det nye KUA har mildt sagt v\u00e6ret en udfordring, ikke bare for vores eget studiemilj\u00f8, men for det samlede studiemilj\u00f8 p\u00e5 ToRS. De lokaler, vi har f\u00e5et tildelt til at afholde fredagscaf\u00e9er er p\u00e5 ingen m\u00e5de egnede til form\u00e5let. Vi bliver gang p\u00e5 gang fra centralt h\u00e5nd lovet noget, som ikke bliver overholdt.\r\n\r\nLukningen af optag for nye studerende er selvsagt \u00f8del\u00e6ggende for studiemilj\u00f8ets \u2018\u00f8kosystem\u2019: ingen nye studerende ind betyder d\u00e5rligere integration p\u00e5 kryds og tv\u00e6rs af \u00e5rgange. Din beslutning om at lukke for optaget for dern\u00e6st at inddrage studiemilj\u00f8et som argument for at indstille til lukning er derfor decideret hyklerisk.\r\n\r\nVi er vrede og frustrerede over, at du vil lukke vores fag uden at have hverken h\u00f8rt vores \u00f8nske om en sammenl\u00e6gning af fagene, som b\u00e5de undervisere og studerende bakker op om eller overhovedet vide, hvordan studiemilj\u00f8et fungerer hos os. Ved at lukke to tredjedele af vores nuv\u00e6rende studiemilj\u00f8 (her har vi ikke engang n\u00e6vnt lukningen af Gr\u00e6kenlandsstudier) forringer du dermed ogs\u00e5 kraftigt det sociale og faglige milj\u00f8 p\u00e5 Russisk. Vi begynder at kunne se et m\u00f8nster og t\u00e6nker, at du i l\u00f8bet af et par \u00e5r ogs\u00e5 beslutter dig for at lukke Russisk med henvisning til det \u2018d\u00e5rlige\u2019 studiemilj\u00f8.\r\n\r\nSkyldes dette mon arrogance eller ignorance? That is, if there is anyone who wants to take an elective course. Supply, defined by demand.\r\n\r\nThis might be sweet music in the ears of those who like excel spreadsheets. But they sound a sombre note among the two study programmes that are threatened with closure (whose financing is actually ensured by grants to small subjects) and in a wider perspective. Apart from the obvious impossibility of maintaining academic skills upon the flimsy basis of a random optional package (relative to a solid intake of students each year), there are a number of good reasons why the Dean's recommendation should be reconsidered.\r\n<h3>We lose financial and historical value<\/h3>\r\nPoland is not only a huge export market (DKK 18.4 billion in 2015) that is crying out for well-trained specialists in language, culture, mentality, history, business etiquette and local knowledge. It is also one of our largest neighbours with almost 40 million inhabitants.\r\n<blockquote>We risk losing large parts of a broad perspective on our common history, we risk losing exports, and we risk the closure of the two study programmes having wider affects.<\/blockquote>\r\nThe Balkans are especially interesting, as it is a region that for many years, when the communists were in power, was locked up in an ideological test facility. After the fall of the wall, the Balkans have offered us good and bad examples of how states organize themselves and relate to their past and future. Do you choose a nationalist course? Do you orient yourself towards the outside? The shot in Sarajevo, the Srebrenica massacre, the flows of refugees and the dispute between NATO and Russia in connection with the Kosovo conflict, all testify to the fact that the Balkans are not the outskirts of Europe, but an area that is closely linked to all of us and therefore worth considering, also in academic terms.\r\n\r\nIn other words, there are good financial and historical arguments to maintain the programmes in the two areas. And now we are talking study programmes: The two are not alone, and a closure will also affect other programs.\r\n\r\nStripped-down to a third\r\n\r\nLast autumn, the students of Polish, Balkan Studies and Russian followed a topical course on the Holocaust in Eastern and Central Europe, and this spring the subject is populism. Both topics are more relevant than ever if we are to learn how we avoid repetitions of some of history's darkest moments in the future: Mass repression as in the 1930s Soviet Union, the slaughter of Jews in the Warsaw ghetto during the Second World War, and the genocide that we saw in the Balkans in the 1990s.\r\n\r\nThe teachers come from the Polish, Balkan Studies and Russian programmes and all of them contribute with specialized knowledge of their respective areas. The synergies are noteworthy, and the students' reactions in the form of positive evaluations testify to the fact that the comprehensive approach is sought after. We will not be able to meet this demand if two-thirds of our programmes are discontinued.\r\n<blockquote>If Rector chooses to follow the Dean's recommendation, it will mean in practice that the subjects will only survive under the conditions of the market.<\/blockquote>\r\nThe students of Polish, Balkan Studies and Russian follow as a part of their study programme compulsory joint courses in Eastern and Central Europe's general history and culture. Here too, we can draw on teachers from the three areas so that the Polish students can shudder in the company of Dostoyevsky and analyze Putin, the Russian students can marvel at Enver Hoxha and why Zlatan Ibrahimovic plays for Sweden, and the up and coming Balkanist can master the revolt against communism in Poland headed by Lech Walesa.\r\n\r\nThe existence of three courses in other words, ensures the breadth of the individual programme. A closure of Polish and Balkan Studies will not only reduce this breadth. It will also make it difficult to schedule classes in my own subject, Russian, as we no longer will be able to draw on the skills of our closed down colleagues.\r\n\r\nOn a personal level, I enjoy being surrounded by highly competent colleagues who can always give me a perspective on a linguistic problem or a grammatical whimsy. My regret is all the greater since the University of Copenhagen is the only place in Denmark where you can do a university degree and get an academic title in Polish.\r\n\r\nIt is my belief that the Polish programme at the University of Copenhagen has helped to bring our two neighboring countries closer together and to foster the understanding between individuals and communities which is so important for successful private, trade and labour relationships. The impressive number of companies working across our borders and our close cooperation in the European Union and NATO is dependent upon our mutual understanding, knowledge and respect.\r\n\r\nIt is therefore essential that young people in Denmark as well as in Poland have the opportunity to learn more about each other, in particular through the study of our respective languages, culture, history and society at university. They must play the role of bridge-builders and translators, not just linguistically but also culturally and sociologically.\r\n<blockquote>Poland was in 2015 Denmark's ninth largest trading partner with Danish exports worth DKK 18.4 billion.<\/blockquote>\r\nPoland and Denmark have in recent years come closer together as neighbours. Let me mention that Poland in 2015 was Denmark's ninth largest trading partner with Danish exports worth DKK 18.4 billion and trade continues to increase. Poland's importance within the European Union is also increasing. Poland is not only the sixth largest country in terms of population, it is also the sixth largest economy and the sixth largest language. Both Danish publishers and investors, and European institutions point to the lack of qualified translators from Polish to Danish.\r\n\r\nAs Poland's ambassador to Denmark, I see it as one of my most important tasks to help to make the Danish-Polish cooperation still stronger. I luckily see great potential in this. But for us to take the full advantage of our close geographical location and our already close relationship we need to have a thorough understanding of one another.\r\n\r\nThis understanding is at risk if we stop teaching young people our two languages and cultures at university level. This applies to Danish studies in Poland and Polish studies in Denmark. If we really want European co-operation to be successful, we need to understand each other.
