Bo Gad K\u00f8hlert knows exactly how student administration works. The new student ambassador who is to start at the University of Copenhagen (UCPH) on 1st April has for the last 15 years worked as deputy head of the student administration at the IT University of Copenhagen (ITU) and as head of the secretariat for the Department of Communication and Arts at Roskilde University (RUC).<\/p>\n
At UCPH his job includes guidance and counselling of students and analysing the areas of programme administration where there are problems.<\/p>\n
“My task will be to continue to look at what kinds of problems students are experiencing. I look forward to meeting them and finding out what the challenges are. I am basically here to strengthen students’ legal rights and help to create greater clarity in their encounter with the university’s administration,” says Bo Gad K\u00f8hlert.<\/p>\n
It was a unanimous nominating committee consisting of representatives of students, staff, management and board, that appointed Bo Gad K\u00f8hlert. He replaces Tina Kaare, who resigned in December, allegedly because of disagreement over the job description.<\/p>\n

Alexander Thorvaldsen, who is the student-elected member of the University’s Board of Directors, has high expectations for the new student ambassador.<\/p>\n
“UCPH is a big place with many rules, where you can easily get into difficulties as a student. As an employee you have a union, but the students are left on their own if they, for example, receive incorrect guidance, or if they experience confusing decisions by the study administration. I hope they will be able to take some cases through the student ambassador before they end up as a big complaint case. And with his wealth of experience, Bo Gad K\u00f8hlert is a big win for UCPH.”<\/p>\n
A good diplomat<\/h2>\n
UCPH is the first university in Denmark to have a student ambassador. During the first three years of the scheme, the number of cases rose from 132 in 2013 to 285 in 2015. In one month’s time, an evaluation of the student ambassador scheme will be finished, and then the University’s Board can decide whether the student ambassador procedures should be adjusted.<\/p>\n
According to the mandate, the student ambassador can offer impartial legal advice, but cannot decide on, or be a party to a student’s case.<\/p>\n
“I cannot make decisions, but I can help make management aware of general problems and argue for changes to procedures. I uphold, as my point of departure, full confidentiality for students. But if I see an error in procedures that repeats itself, I have a duty to report it to management,” says Bo Gad K\u00f8hlert, who stresses that the job requires good diplomacy skills.<\/p>\n
“For me it’s about maintaining a good dialogue with both the students and the administration. Yet UCPH is such a large organization that I expect different challenges to arise, depending on where I will look across the organization. But it is an interesting challenge that I am looking forward to getting started with.”

The new student ambassador who is to start at the University of Copenhagen (UCPH) on 1st April has for the last 15 years worked as deputy head of the student administration at the IT University of Copenhagen (ITU) and as head of the secretariat for the Department of Communication and Arts at Roskilde University (RUC).<\/p>\n<p>At UCPH his job includes guidance and counselling of students and analysing the areas of programme administration where there are problems.<\/p>\n<p>“My task will be to continue to look at what kinds of problems students are experiencing. I look forward to meeting them and finding out what the challenges are. I am basically here to strengthen students’ legal rights and help to create greater clarity in their encounter with the university’s administration,” says Bo Gad K\u00f8hlert.<\/p>\n<h2>\u201cBig win\u201d<\/h2>\n<p>It was a unanimous nominating committee consisting of representatives of students, staff, management and board, that appointed Bo Gad K\u00f8hlert. He replaces Tina Kaare, who resigned in December, allegedly because of disagreement over the job description.<\/p>\n<blockquote><p>If I see an error in procedures that repeats itself, I have a duty to report it to management<\/p>\n<p class=\"quotee\">Bo Gad K\u00f8hlert, student ambassador at UCPH<\/p>\n<\/blockquote>\n<p>Alexander Thorvaldsen, who is the student-elected member of the University’s Board of Directors, has high expectations for the new student ambassador.<\/p>\n<p>“UCPH is a big place with many rules, where you can easily get into difficulties as a student. As an employee you have a union, but the students are left on their own if they, for example, receive incorrect guidance, or if they experience confusing decisions by the study administration. I hope they will be able to take some cases through the student ambassador before they end up as a big complaint case. And with his wealth of experience, Bo Gad K\u00f8hlert is a big win for UCPH.”<\/p>\n<h2>A good diplomat<\/h2>\n<p>UCPH is the first university in Denmark to have a student ambassador. During the first three years of the scheme, the number of cases rose from 132 in 2013 to 285 in 2015. In one month’s time, an evaluation of the student ambassador scheme will be finished, and then the University’s Board can decide whether the student ambassador procedures should be adjusted.<\/p>\n<p>According to the mandate, the student ambassador can offer impartial legal advice, but cannot decide on, or be a party to a student’s case.<\/p>\n<p>“I cannot make decisions, but I can help make management aware of general problems and argue for changes to procedures. I uphold, as my point of departure, full confidentiality for students. But if I see an error in procedures that repeats itself, I have a duty to report it to management,” says Bo Gad K\u00f8hlert, who stresses that the job requires good diplomacy skills.<\/p>\n<p>“For me it’s about maintaining a good dialogue with both the students and the administration. Yet UCPH is such a large organization that I expect different challenges to arise, depending on where I will look across the organization. Neither can she state an opinion on professional issues or resource issues, including whether a grade is correct. \r\n\r\n<h2>Discussion over mandate<\/h2>\r\nBut there has, apparently, been a debate over what the ambassador can and cannot do anyway, according to the 2015 annual report.\r\n\r\nThe issues include whether she should take part in students\u2019 meetings with the university as an observer, and in the timing of her interventions in an administrative process.\r\n\r\n<blockquote> \"It is important to have a student ambassador with the muscle, space and right to be able to effectively advise and support students who get stuck in the system. As a student you are often left alone and can get lost \" - Alexander Thorvaldsen, student representative elected to the UCPH board<\/blockquote>\r\n\r\nThe compromise ended up being that the student ambassador should only exceptionally be allowed to participate in meetings, and that the ambassador should only \"make requests of the university to seek solutions to a student's challenges where there is a need for it,\" the annual report stated.\r\n\r\nStarting in 2013, Tina Kaare made her own recommendations to the University's administration in the light of her students\u2019 inquiries.\r\n\r\nIn 2015, she stated that the University should focus on the rights of students with disabilities, on giving better statements in exam complaints, and on improving the availability of information on the university\u2019s intranet system KUnet.\r\n\r\n<h2>Evaluation on the way<\/h2>\r\nAccording to Alexander Thorvaldsen, the student representative elected to the University's Board of Directors, the function of student ambassador is to be evaluated during the coming months.\r\n\r\nHe himself believes that the student ambassador scheme has been a huge success in terms of number of queries and in terms of the counselling provided, and he expects the review to confirm it.\r\n\r\nHe believes that the system should never be watered down to the extent that the student ambassador only informs students about where they can seek redress and complain.\r\n\r\n\"It is important to have a student ambassador with the muscle, space and right to be able to effectively advise and support students who get stuck in the system. As a student you are often left alone and can get lost\" says Alexander Thorvaldsen.\r\n\r\n<h2>Resistance in the Board<\/h2>\r\nWhen the University's Board of Directors considered the proposal to establish a position as a student ambassador in 2011, a minority of members were opposed to allocating DKK 2.2 million for the purpose.\r\n\r\nThey feared then \u201cthat it was in the process of building up an unnecessarily large bureaucracy that will look in all nooks and crannies for new cases to take up in order to legitimize its own continued existence.\"\r\n\r\n\"When you get a secretariat you also need to take on cases. But we didn\u2019t request a lawyer so they could sit and wait in their office when we in the Board of Directors agreed to introduce a student ombudsman. A compromise could be to get a lawyer to take on the task in addition to his daily work,\" said the now former board member Boel Flodgreen.\r\n\r\n<h2>Ombudsman became an ambassador<\/h2>\r\nTina Kaare was nevertheless appointed as Denmark's first student ambassador in January 2013. \r\n\r\nSince then the number of inquiries has increased. In 2013, she was approached by 132 students for help. In 2014 the number rose to 226, and in 2015 to 285.\r\n\r\nHer title should have been a student \u2018ombudsman\u2019, a uniquely Danish term which equates to complaints officer, but the title proved to be reserved for the Danish parliamentary ombudsman and the consumer ombudsman. \r\n\r\nIt was the case of the fraudulent neuroscientist Penkowa that paved the way for UCPH to be the first university in Denmark to have a student ambassador.\r\n\r\n<div class=\"dme-external-teaser dme-external-teaser-3\">\n <div class=\"image\">\n <\/div>\n <div class=\"title\">\n <div class=\"label\">L\u00e6s mere:<\/div>\n<a href=\"http:\/\/universitetsavisen.dk\/node\/9566\">Media: Penkowa framing of student was known by uni<\/a> <\/div>\n <div class=\"teaser_text\">\n <\/div>\n <\/div>\n\r\n\r\nPenkowa falsified her student assistant\u2019s bank details to make it look as if it was him and not herself who had cheated the Danish Society for Neuroscience of DKK 30,000. When the student asked for UCPH help none was available. Penkowa was suspended from her position a year later. \r\n\r\n<h2>To hire new person for position<\/h2>\r\nIt has not been possible to get a comment from UCPH management, but deputy director Steen Ulrich writes in a comment on the student ambassador\u2019s facebook page: \r\n\r\n\u201cThe position will be advertised sometime in the new year. Exactly when this will happen, will be decided by the University Board, which supervises this function.
