This also includes access to the workplace and to outdoor facilities that are available to employees. Yet every day, when I turn up for work, I have to fight my way through the fumes at the main entrance to the KUA complex (South Campus, ed.) on Njalsgade street, where smokers puff away surrounded by smoking prohibited signs.<\/p>\n<p>The cigarette butts are stubbed on the ground, on the wall, in the bin, or wherever it is most comfortable. The outdoor tables are invaded by smokers when the weather is good, so that the non-smokers are forced to enjoy the sun from the inside through the windows.<\/p>\n<blockquote><p>The smokers stand there puffing away, unaffected by the surrounding smoking prohibited signs.<\/p><\/blockquote>\n<p>Elsewhere, in private companies as well as public institutions like primary and secondary schools, the process is underway towards a complete smoking ban. In several municipalities, primary schools must be completely non-smoking, so teachers and students cannot smoke either indoors (including in teacher&#8217;s rooms) or outdoors on the school&#8217;s grounds. The same applies to high schools.<\/p>\n<p>The Danish Cancer Society has a target of all young people being non-smokers by the year 2030. At the University of Copenhagen&#8217;s Faculty of Health and Medical Sciences (sic!), there is even a research project being conducted with this purpose in mind in the form of a study of how non-smoking can be spread among primary school pupils.<\/p>\n<h3>UCPH is a real smoking paradise<\/h3>\n<p>These developments have passed by the University of Copenhagen \u2013 Denmark&#8217;s largest educational institution \u2013 unnoticed. High school students need only hold out for a few years and then apply for a place at the University of Copenhagen. Then they can enjoy a real smoking paradise.<\/p>\n<p>Smoking is regulated like in the good old days. Where it is not explicitly prohibited, you can completely legally take a puff. But the places where smoking is forbidden \u2013 even marked with large signs and appeals to comply with the smoking ban \u2013 the smokers also feel completely free to take a smoke when they feel the urge to do so.<\/p>\n<p>I would like to say that I have observed a few considerate colleagues who go all the way out to the parking lot before they light up, but they are the exceptions to the rule.<\/p>\n<p>In front of the entrance to the older <secret text=\"Which is now officially called South Campus, ed.\">KUA buildings<\/secret> (KUA 1 and 2) they have marked off some squares for non-smokers, but outside these there is free smoking! One day I asked two adult gentlemen, most likely teaching staff, who were standing, smoking in the middle of the non-smoking zone, why they couldn\u2019t stand somewhere else. They cheerfully answered: &#8220;Because we are bullies.&#8221; They then heartily slapped each other on the back and laughed loudly at their own wit. They were without a doubt from the humanities, but whether they were philosophers or rhetoricians was left hanging among the fumes.<\/p>\n<h3>Why on Earth does UCPH facilitate smoking?<\/h3>\n<p>My point with this post is not to have a smoking police hired that should be employed to monitor the boundaries between the small non-smoking areas and the large areas set out for free smoking. My purpose is to argue for the only solution to the problem: A comprehensive smoking ban.<\/p>\n<p>There are many good reasons for this, not least health reasons in an educational institution with thousands of young people.<\/p>\n<p>Smokers make a mess. Everyone can see this. The costs of cleaning etc. appear to be seen as unproblematic. There are apparently even allocated funds on South Campus to set up a smoking shelter in the new large space in the open air, so smokers are not bothered by rain, wind and weather. I wonder what it costs? I wonder what the Danish parliament says about this use of taxpayers&#8217; funds?<\/p>\n<p>Why on Earth does UCPH facilitate smoking?<\/p>\n<p>If UCPH does not think that its task is to promote public health, then you could ask yourself whether it is at least obligated to preparing students for the realities of working life, where they will have to face up to the fact that smoking is prohibited at more and more workplaces.<\/p>\n<p>So: A complete smoking ban at the University of Copenhagen. This is a rule that cannot be misunderstood. The smoking party must be ended. UCPH smokers should move out on to \u00d8restad Boulevard, where they can go out and smoke up with the car traffic. But then even this will end as electric cars take over the roads. During a transitional period, the smoking ban should be monitored until the smokers have understood that their time is over.<\/p>\n<p>The country&#8217;s largest educational institution should wake up. It is not about time. These useless attempts at finding places where people can smoke without bothering others at the country's largest educational institution are no longer feasible. Solution: a total smoking ban at the University of Copenhagen.","use_post_excerpt":false},{"acf_fc_layout":"Content","content":"<p>As an employee, I am entitled to a smoke-free working environment. This also includes access to the workplace and to outdoor facilities that are available to employees. Yet every day, when I turn up for work, I have to fight my way through the fumes at the main entrance to the KUA complex (South Campus, ed.) on Njalsgade street, where smokers puff away surrounded by smoking prohibited signs.<\/p>\n<p>The cigarette butts are stubbed on the ground, on the wall, in the bin, or wherever it is most comfortable. The outdoor tables are invaded by smokers when the weather is good, so that the non-smokers are forced to enjoy the sun from the inside through the windows.<\/p>\n<blockquote><p>The smokers stand there puffing away, unaffected by the surrounding smoking prohibited signs.<\/p><\/blockquote>\n<p>Elsewhere, in private companies as well as public institutions like primary and secondary schools, the process is underway towards a complete smoking ban. In several municipalities, primary schools must be completely non-smoking, so teachers and students cannot smoke either indoors (including in teacher&#8217;s rooms) or outdoors on the school&#8217;s grounds. The same applies to high schools.<\/p>\n<p>The Danish Cancer Society has a target of all young people being non-smokers by the year 2030. At the University of Copenhagen&#8217;s Faculty of Health and Medical Sciences (sic!), there is even a research project being conducted with this purpose in mind in the form of a study of how non-smoking can be spread among primary school pupils.<\/p>\n<h3>UCPH is a real smoking paradise<\/h3>\n<p>These developments have passed by the University of Copenhagen \u2013 Denmark&#8217;s largest educational institution \u2013 unnoticed. High school students need only hold out for a few years and then apply for a place at the University of Copenhagen. Then they can enjoy a real smoking paradise.<\/p>\n<p>Smoking is regulated like in the good old days. Where it is not explicitly prohibited, you can completely legally take a puff. But the places where smoking is forbidden \u2013 even marked with large signs and appeals to comply with the smoking ban \u2013 the smokers also feel completely free to take a smoke when they feel the urge to do so.<\/p>\n<p>I would like to say that I have observed a few considerate colleagues who go all the way out to the parking lot before they light up, but they are the exceptions to the rule.<\/p>\n<p>In front of the entrance to the older <secret text=\"Which is now officially called South Campus, ed.\">KUA buildings<\/secret> (KUA 1 and 2) they have marked off some squares for non-smokers, but outside these there is free smoking! One day I asked two adult gentlemen, most likely teaching staff, who were standing, smoking in the middle of the non-smoking zone, why they couldn\u2019t stand somewhere else. They cheerfully answered: &#8220;Because we are bullies.&#8221; They then heartily slapped each other on the back and laughed loudly at their own wit. They were without a doubt from the humanities, but whether they were philosophers or rhetoricians was left hanging among the fumes.<\/p>\n<h3>Why on Earth does UCPH facilitate smoking?<\/h3>\n<p>My point with this post is not to have a smoking police hired that should be employed to monitor the boundaries between the small non-smoking areas and the large areas set out for free smoking. My purpose is to argue for the only solution to the problem: A comprehensive smoking ban.<\/p>\n<p>There are many good reasons for this, not least health reasons in an educational institution with thousands of young people.<\/p>\n<p>Smokers make a mess. Everyone can see this. The costs of cleaning etc. appear to be seen as unproblematic. There are apparently even allocated funds on South Campus to set up a smoking shelter in the new large space in the open air, so smokers are not bothered by rain, wind and weather. I wonder what it costs? I wonder what the Danish parliament says about this use of taxpayers&#8217; funds?<\/p>\n<p>Why on Earth does UCPH facilitate smoking?<\/p>\n<p>If UCPH does not think that its task is to promote public health, then you could ask yourself whether it is at least obligated to preparing students for the realities of working life, where they will have to face up to the fact that smoking is prohibited at more and more workplaces.<\/p>\n<p>So: A complete smoking ban at the University of Copenhagen. This is a rule that cannot be misunderstood. The smoking party must be ended. UCPH smokers should move out on to \u00d8restad Boulevard, where they can go out and smoke up with the car traffic. But then even this will end as electric cars take over the roads. During a transitional period, the smoking ban should be monitored until the smokers have understood that their time is over.<\/p>\n<p>The country&#8217;s largest educational institution should wake up. It is not about time. Ketscher finds the students and employees who smoke outside the new university building on Amager a nuisance.\r\n\r\nAccording to Ketscher, being exposed to second-hand smoke is a violation of occupational-health laws guaranteeing smoke-free workplaces.\r\n\r\nHer proposal is a campus-wide ban on smoking at the University of Copenhagen, the country\u2019s largest educational institution. She is also calling for efforts to ensure that smokers don\u2019t light up on campus.\r\n\r\n\u201cThe smoke-in needs to stop. Smokers at KUA should be forced out to \u00d8restad Boulevard, where they can add their fumes to the car exhaust \u2013 which itself is disappearing as more electric cars take the road,\u201d Ketscher wrote.\r\n<h3>Non-starter for university unions<\/h3>\r\nAll educational institutions in Denmark are required to have a smoking policy. The university\u2019s was worked out by the [secrettext face=\"General Collaboration Committee (HSU)\" text=\"General Collaboration Committee \u2013 Hovedsamarbejdsudvalg, a forum for collaboration between faculty and staff and the administration. Chaired by the rector. An employee rep is always vice-chair.\"]. In short, it states that smoking inside is banned, but smoking outside is okay, provided no-one is bothered by it.\r\n\r\nIf someone does happen to smoke where they shouldn\u2019t, the department head or chief administrator is responsible for giving the individual a warning or even a reprimand.\r\n\r\nAny decision to implement a uni-wide smoking ban would be a matter for the HSU.\r\n<div class=\"factbox\">\r\n<p class=\"factbox-header feature-color\">Second-hand smoke, mass killer<\/p>\r\nAccording to the World Health Organisation, as many as <a href=\"http:\/\/www.who.int\/mediacentre\/factsheets\/fs339\/en\/\">half of all<\/a> smokers will die from smoking-related illnesses. An estimated seven million people worldwide die each year from smoking, some 900,000 of them from the effects of second-hand smoke.\r\n\r\n<\/div>\r\nBut smoking hasn\u2019t been on the agenda during union reps\u2019 meetings for years, according to Joan Lykkeaa, the shop steward for HK Laboranter, which represents lab techs.\r\n\r\nThe current version of the smoking policy is from April 2014, and the adjustments made then dealt mostly with [secrettext face=\"electronic cigarettes\" text=\"electronic cigarettes \u2013 the university does not delineate between electronic and analogue fags\"].\r\n\r\n\u201cI can\u2019t support a campus-wide ban. It should be up to employees to decide for themselves what sort of habits they want to have. But I am fully behind not bothering others, and that includes all the butts you see everywhere,\u201d Lykkeaa wrote in an e-mail.\r\n<h3>Workplace ban possible<\/h3>\r\nIf the university put an end to smoking on campus, it would join a growing list of educational institutions and other public-sector employers doing so. [secrettext face=\"Primary schools and gymnasiums\" text=\"All primary and secondary schools in Denmark have a campus-wide ban on smoking. Students may smoke off campus. If most of the students at a school are over 18, the school may set up on-campus smoking areas.\"], for example, ban on-campus smoking almost universally. Some employers go further and have smoking policies that exceed the minimums set by national <a href=\"https:\/\/www.retsinformation.dk\/Forms\/R0710.aspx?id=11388\">smoking legislation<\/a>.\r\n\r\nSimilarly, council employees in Aller\u00f8d, north of Copenhagen, are prohibited from <a href=\"https:\/\/www.youtube.com\/watch?v=nDbrYsjAPZI&amp;feature=youtu.be\">smoking at any time<\/a>, and in any place during working hours. Including when they are off council property. The policy was inspired by a smoking-cessation campaign organised by Kr\u00e6ftens Bek\u00e6mpelse, the Danish cancer society. No universities in Denmark have banned smoking entirely, but Kr\u00e6ftens Bek\u00e6mpelse is working on changing that.\r\n\r\n\u201cAt some schools, smoking is ingrained in social life. It is a part of the culture and young people will try to fit in to the mainstream culture from their first day there. Smoking can be your ticket to a social life. But, if you take away the smoking, socialisation and breaks suddenly assume a new character. Students are no longer smokers and non-smokers,\u201d Kr\u00e6ftens Bek\u00e6mpelse writes on its smoking-cessation website.\r\n\r\nAccording to Kr\u00e6ftens Bek\u00e6mpelse, there is no legal reason why the university cannot ban smoking entirely.\r\n\r\n\u201cA workplace\u2019s (or university\u2019s) smoking policy can be as strict as the management wants it to be,\u201d Kr\u00e6ftens Bek\u00e6mpelse wrote in an e-mail.\r\n\r\nKetscher agrees. She reckons that, should it choose to do so, the administration would be within its authority to tell students, faculty and staff to stop smoking on campus.\r\n\r\n\u201cThe administration has the right to ban its employees from smoking during working hours. The legal precedent for this was set a long time ago,\u201d she said.\r\n\r\nUniversity Post visited S\u00f8ndre Campus last week to talk to smokers about efforts to make their pastime a crime.\r\n\r\n<em>The administration has not returned a request for comment. To test her claim, University Post sent\u00a0[secrettext face=\"your reporter\" text=\"your reporter \u2013 a non-smoker\"] to Amager on a cold September day to find out what\u2019s what in the smoking debate.\r\n\r\nMy first observation: it\u2019s obvious why smokers would choose to huddle around the building\u2019s entrance. In the wind-swept chasm of glass and stone that is Njalsgade and nearby Metro station, the overhang over the main entrance offers basically the only shelter to be had.\r\n\r\nAlong the building\u2019s fa\u00e7ade, about 10 metres or so from the revolving door, a phalanx of bins stands at the ready. They\u2019ve been specially designed to accommodate cigarette butts, but, if a smoker wants to practise their habit and stay dry, there are two options: clump under the overhang or get hold of an umbrella.\n<!-- end of module 1 -->\nWhen I show up, there\u2019s only one person standing outside smoking. It\u2019s a university employee. She\u2019s sitting on some wooden pallets a few meters from the entrance, in a spot marked as a \u2018no smoking\u2019 area.\r\n\r\nI ask if anyone ever seems bothered by people standing outside the building and smoking. She laughs and points at herself.\r\n\r\n\u00bbIt\u2019s nice right and clean right now. The groundskeepers were here yesterday to clean up. Normally, it\u2019s a sty. When it rains, it\u2019s even worse.\u00ab\r\n\r\nA quick look down reveals that the paving tiles are indeed free of butts. But upon closer inspection, you can\u2019t miss the thick layer of filters trapped under the galvanised shoe scraper you have to cross over when you enter and exit the building. Clear evidence that lots of cigarettes get smoked here.\n<!-- end of module 2 -->\n<h3>Signs? What signs?<\/h3>\r\nThe smokers \u2013 men, as well as women \u2013 start appearing in earnest during the breaks between classes. (The relative gender balance confirms the official health statistics. According to <a href=\"https:\/\/www.sst.dk\/da\/nyheder\/2017\/faerre-maend-ryger-kvinder-ryger-videre\">Sundhedstyrelsen<\/a>, 17% of Danish women and 15% of Danish men smoke. The number is on the decline, overall.)\r\n\r\nMost of the smokers clump in hyggelige groups of two or three. The favourite place to light up appears to be right outside the door. The smoke there is getting thick. It seems Ketscher was right.\r\n\r\nNone of the smokers are willing to have a picture of themselves holding a fag published anywhere. When I introduce myself and try to talk them about smoking, most respond \u201coh, no\u201d reflexively. We strike up a chat anyway.\r\n\r\nOne group of three students from the School of Library and Information Science say they\u2019ve never been told that some people are bothered by the smoke when they enter and exit the building. If they\u2019d said something, they\u2019d probably have tried to accommodate them.\r\n\r\nNo-one in the group was even aware the area was a no-smoking area. Overlooking no-smoking signs appears to be something the majority of the school\u2019s smokers do. Few say they\u2019ve noticed them, but, once you start seeing them you can\u2019t help but notice that they are everywhere.\r\n\r\nThe group also admits that their butts wind up on the ground just as often as they wind up in the bin that\u2019s seven or eight meters away from where they are standing.\r\n\r\n\u00bbLook, the bin\u2019s on fire,\u00ab someone behind us says.\r\n\r\nSure enough, greyish smoke is billowing out of the big bin to the right of the entrance. Or maybe it\u2019s just a thick cloud of irony: it has an oversized sticker with a cigarette with a red line over it. It turns out someone threw a lit butt into the bin anyway. Now, its contents have begun to smoulder.\r\n\r\nOne of the three Library and Information Science students I was talking with before says he\u2019d like to speak up for smoking, but that he wants to remain anonymous.\r\n\r\n\u00bbWe ought to embrace smokers,\u00ab he says. \u00bbWhen you smoke, you talk with the other smokers and get to know them better. You meet people who are studying something different than you are. My programme is pretty small, and smoking serves an important purpose for me.\u00ab\r\n\r\nFor the smokers standing outside the buildings of S\u00f8ndre Campus, it would appear that smoking is something of a club.\r\n<h3>The huge cost of smoking<\/h3>\r\nInside, where the air is warm and clear, four female law students are sitting in a group, laptops open. Personally, they say, they don\u2019t find the smokers bothersome. If people want to smoke, they can do it outside.\r\n\r\nBut, that\u2019s not the same as saying that the university should tacitly encourage smoking by putting up shelters or windbreaks, one of them says. People\u2019s smoking habits are their own expense, not the school\u2019s.\r\n\r\nIn search of someone who can tell me more about just what economic impact smokers have on S\u00f8ndre Campus, I find Stig Freddie Andersen, the campus operations manager.\r\n\r\nOver the phone, Andersen tells me that, in terms of the number of hours his employees use to clean up after smokers, the cost is \"considerable\u201d.\r\n\r\nOne of the ways he seeks to address the problem is by trying to send signals to smokers about where they can light up.\r\n\r\n\u00bbWe\u2019ve put up some windbreaks to show where the smoking areas are. We try to nudge people into changing their behaviour. We can\u2019t really do much to prevent them from smoking in an outdoor public space, but we can try to show them where we\u2019d like them to do it.\u00ab\r\n\r\nAndersen isn\u2019t pessimistic about the effect such efforts have, but he is realistic.\r\n\r\n\u00bbIt\u2019s no different from the population at large,\u00ab he says. \u00bbThe majority, 75 percent or so, respect the rules. The rest couldn\u2019t care less.\u00ab\r\n\r\nEven so, he says it\u2019s rare anyone \u2013 student, faculty or staff \u2013 complain about second-hand smoke.\r\n\r\nThe lack of respect for no-smoking areas appears to be a campus-wide thing. Go out on the rooftop terrace at the Faculty of Law, a quiet little space between two buildings where the staff can sit and relax among rosemary growing in wooden planters, and you can\u2019t help but see the evidence that someone likes to take their smoke break there.\r\n\r\nThis, despite a no-smoking sign barking in your face. This sign even adds an argument for its prohibition: smoking between buildings is a fire hazard.\r\n<h3>Mixed messages?<\/h3>\r\nThe pattern is the same at the \u00a0[secrettext face=\"adjacent building\" text=\"2nd phase of the three, that today make up South Campus.\"], which houses some of the humanities programmes.\r\n\r\n\u00bbThis is just where you smoke,\u00ab says one male student, also part of a group of three smokers, as he lights up a home-rolled fag. The walls of the courtyard where they are congregated are bare, with a single exception: a no-smoking sign. His description of the room\u2019s function is precise though. The ground is strewn with butts.\r\n\r\nJust a few steps away, there\u2019s a bin with a built-in ashtray, half-filled with butts.\r\n\r\n\u00bbThat\u2019s a pretty mixed-message, isn\u2019t it,\u00ab the guy says, pointing. \u00bbThey give us an ashtray where we can put out our fags when we\u2019re done.\u00ab\r\n\r\nI ask what he thinks about the prospect of a campus-wide ban on smoking.\r\n\r\n\u00bbWe\u2019d probably go someplace else, if that were the case. None of us want to bother anyone.\u00ab\r\n\r\n<em>And what does he think about a full-on no-smoking policy that would ban smoking entirely during teaching hours?<\/em>\r\n\r\n\u00bbUnnecessarily authoritarian.\u00ab\n<!-- end of module 3 -->\nBy this point, my jacket has started to stink, but I\u2019ve got one more thing I want to look into.\r\n\r\nOutside the main entrance to the Generation 2 buildings is another smokers\u2019 hotspot. Even on a damp day like today, there\u2019s a crowd of people all with fags between their fingers or up to their lips, standing there. The difference is that the school has painted a [secretimage face=\"dashed line\" imageid=\"54949\"] on the tarmac to indicate where smoking is permitted and where it\u2019s haram. Most of the students seem to be staying inside the lines.\r\n\r\nAs positive as the might seem, the air is still thick with smoke. Which leads me to wonder, about the effect of lines on the ground on smoke in the air.\r\n\r\nLucas, who\u2019s studying religion, has been a smoker since primary school. He\u2019s also against a campus-wide smoking ban.\r\n\r\n\u00bbBy the time you get to uni, you\u2019re a grownup. We should be allowed to make an adult decision and live with the consequences. We\u2019re not children that need to learn what\u2019s right and what\u2019s wrong,\u00ab he says.\r\n\r\nBesides, he argues, getting a ban to stick would take a lot of effort.\r\n\r\n\u00bbI reckon it would be a long time before a total ban was fully implemented. Look at the ban in primary schools. That\u2019s not very effective either. If you decided today to ban smoking, it\u2019d be at least a year, maybe two, before you saw it have any effect.\u00ab\n<!-- end of module 4 -->\nLucas says that he and his mates smoked on school grounds when he was in primary school, even though it wasn\u2019t allowed.\r\n\r\nBut primary school is one thing. Kids have to go to school. You can\u2019t easily go around expelling them for breaking rules. The university, on the other hand, could.\r\n\r\n\u00bbIt would make no sense for the university to throw people out for smoking during the school day. There are huge costs connected with university education. They\u2019d never throw us out for such a minor infraction.\u00ab\r\n\r\nAstrid, who\u2019s also reading religion, says it should be the university\u2019s responsibility to give smokers spaces where they can smoke.\r\n\r\n\u00bbIf you don\u2019t want people to smoke somewhere, then don\u2019t put an ashtray there. I\u2019m not the type of person who flicks my butts to the ground. That\u2019s gross. I stand where the ashtray is.\u00ab\r\n\r\nThings like sheds and windbreaks, she says, can nudge smokers to migrate away from entranceways and other places that non-smokers pass through.\r\n\r\n\u00bbSmokers look for a place they can find shelter.
