II TRAMEREN International Conference

The Center for Enterprise Liability (CEVIA), the Center for International Law, Conflict and Crisis (CILCC) Faculty of Law, University of Copenhagen, the Frank Guarini Center, School of Law, New York University  and the Center for International Governance Innovation (CIGI) and the European Network Ocean Governance for Sustainability (OceanGov) are happy to announce  the Second TRAMEREN International Conference on Frontiers in Ocean Environmental Governance: Private Actors, Public Goods, which will take place in Copenhagen, Denmark, on the 17th and 18th of September 2018.

Building on the First International TRAMEREN Conference 2016 on maritime transport and climate change, the Second International TRAMEREN Conference aims to explore the intersections and limits of environmental ocean governance with specific focus on sustainable use of the oceans, including marine resources, and prevention of adverse impacts of climate change on the oceans.

The conservation and sustainable use of the oceans, including marine resources, is a key priority on the international agenda. In June 2017, the UN Conference Our oceans, our future was held in NY to foster the implementation of the United Nations 2030 Agenda for Sustainable Development and, in particular, the Sustainable Development Goal 14, adopted in 2015. As highlighted in the UN General Assembly Resolution, ‘Our Ocean, Our Future: Call for Action’, adopted in July 2017, presently ocean governance encounters many challenges. Gaps in the governance of the high seas, which make up more than 2/3 of the world’s oceans, and which are areas beyond national jurisdiction under the UN Convention on the Law of the Sea, have contributed to significant environmental issues in oceans, some of which are a result of, or aggravated by, climate change. In particular, governance of marine spaces beyond national jurisdiction, namely the high seas and the Area, presents a number of challenges with regard to, inter alia, marine environmental protection and prevention of impacts of climate change on the oceans. To address the challenges, as stressed in the Resolution of 2017, it is important to strengthen effective and transparent multistakeholder partnerships, including public-private partnerships.

Against that background, the Second International TRAMEREN conference seeks to explore new frontiers in public and private ocean governance, examining urgent emerging issues, such as the regulation of greenhouse gas emissions from shipping, the conservation of marine living resources, the use of the marine Arctic for extractive industries, and maritime transport issues. The Conference will focus on the role that private actors play in providing a way forward towards a sustainable use of the oceans.
